Healthcare reform in Turkey increased coverage of poorest from 2.4 mil in 2003 to 10.2 mil in 2011

"Since 2003, Turkey has improved insurance coverage of the poorest from 2.4 million people in 2003, to 10.2 million in 2011. Health service access has also improved for women and children."
